    Hello,
    Wanting to transform (scale up) a picture. I use Ctrl+T (on PC) and handles appear. When I drag any of the handles they move out of the picture but the picture “stays” visible only in its “initial box”. It does transform but only in its original window – the transformation does not extend out of the original size of the picture. It seems like I am doing a transform and cropping at the same time.
    Along with English I have Cyrillic and sometimes it gets enabled if I hit the “wrong” key. Before I realize it I may have hit Ctrl+ something in Cyrillic and that may have caused this mode. I don’t know what command it has been.

    When you create a new layer, change the transparent background to white. Problem solved.
