  LightRays Effect just like After Effects??

  Does anyone know how to achieve an effect in photoshop would equal the effect called ‘Shine’ (an after effects plugin) that produces light rays emmiting from the light areas in your image, similar to volumetric 3d light. Someone on the After effects forum said it could be done using something called ‘polar co-ordinates’, and that I should ask in the photoshop forum. I use photoshop CS.
  Does anyone know what the best way to do this is? Is there a plugin or is it a case of a number of steps?
