I am at the baby steps of creating a website. I have been assigned by my prof. to create a uninteractive layout of what I would want my homepage to look like. So my question is if I have a canvas 600×800 pix. how do I put a picture that is roughly the same size into an area of only about 250×150? I can open the picture so I have both the canvas and picture in front of me, but now I’m stuck! If anyway can help me I would greatly appreciate it. Thank You for your time and enjoy your day.

Make sure the picture is on it’s own layer. Select the layer and choose Edit > Transform > Scale, then reduce the image to fit in the area you want.
