  Activating the Menu Bar

  Not sure if this off topic but I have a question about a menu bar used in this video, “Deke McClelland Photoshop 1 on 1”. It displays the files open in the task bar, i think.
  

  My question is this bar part of photoshop, bridge, or windows and how do you activate it.
