How do I get the Rasterize Generic EPS Format box to show when opening an EPS file in Photoshop?

I have several EPS files. Everytime I open them in photoshop I get the “Rasterize Generic EPS Format” box except for one file. This one file just opens up right away so I can’t scale it up in hi-res cause it rasterizes itself I guess. I wasn’t the one who created the logos in AI. Whoever did it saved it as a rastered eps file. How do I correct this is AI so I can rescale it in photoshop? I need to bring the file into photoshop as a vector shape so I can blow up the scale without losing quality. Any ideas?
