    Sometimes when I open a new image, the only layer is “background” and its locked. Is there some way of preventing this from happening? Is there a way to unlock the layer?

    Double click on it and make it a layer. As far as I know there is no way to set your prefs so that it opens up as a layer

    Also, if you alt double click on the layer it will change to a layer without opening any dialog box.
