    I have an old flattened .psd that I’m trying to recreate.

    I have outlined an a complex shape using the pen tool.
    Now, how do I use the “closed path” as a normal layer that I can fill and add effects to?

    Hold down the apple key and click on the icon of your path (In the paths pallette) This will make a selction from the path. Create a new layer and fill the selection. If your wanting to work with that portion of your image, do a copy and paste into, This will copy the selected portion of the image and paste it on a new layer.
