  stroke animate a photoshop layer?

  I have three photoshop layers that I have imported to after effects and I’d like to animate them so that they stroke in. I’ve attached a screenshot; basically, I want the twirls to twirl in.

  I can’t understand how to apply the stroke effect to accomplish this. Advice?

  You basically just draw a path over the shape you want to reveal and set the stroke effect to “reveal original image”. It’s the same technique used to make text appear to write on. Here’s a tutorial that goes into the details.
