In either case, the mosaic effect is what you want, but how you track it to the face will be different depending on your version of AE. Assuming you’re using CS5: https://helpx.adobe.com/after-effects/using/tracking-stabilizing-motion-cs5.html

July 29, 2014 at 5:34 pmYep just duplicate the footage, mask the face, feather, add the mosaic effect to your duplicate, and track the face via your method of choice
