  Pixelate a face

  In AE 5, what effect can I use to pixelate a face? Any tips on how best to do this.

  After Effects CS5 (AE version 10) or actually After Effects version 5?

  In either case, the mosaic effect is what you want, but how you track it to the face will be different depending on your version of AE. Assuming you’re using CS5: https://helpx.adobe.com/after-effects/using/tracking-stabilizing-motion-cs5.html

  Yep just duplicate the footage, mask the face, feather, add the mosaic effect to your duplicate, and track the face via your method of choice
