  Looks like it could even be Foam, that comes with AE Pro – with a custom bubble texture. Use an image as a flow map to force the dots into a shape.

  There are particle programs that can use an alpha map as the source of the particles. ParticleIllusion can do this, and if you have an animated shape of the bird, you could get it to do that.

  Also, not sure if particular can do this – but it’s a plug-in for AE, and it might be able to do that too.
