    I’d like to know how to build this effect in After Effects:

    (the moving clouds in the picture frame).

    I know it requires some kind of a mask. I tried putting a cloud image inside of a smaller picture frame and then putting a mask on the clouds, but when I move the mask it moves the clouds as well. Is there any way to move an Image underneath its mask?

    Any help would be appreciated. Thanks

    Use two layers: one for the shape of the mask, the other with the clouds below it.
    Enable the Alpha Matte property of the clouds.
    Now you can move the mask and tghe clouds seperately.

    Check the manual for “Track Matte”
