  2D Image emitting Particles

  hey guys,

  im having a problem trying to create this:
  i have some distorted 2D Footage looking like this

  

  and i want this footage to be emitting particles a bit
  like in the wikileaks intro:

  Is this somehow possible without creating 3D Models? I do have particular and plexus2 (which i know was used heavyly to create the connected particles) if those help?
  Any hints will help.

  I suppose the best way would be to create particles from brightness information…

  pls help!!
