    You can use the Mesh Warp (under Distort) to achieve a similar result. Create as many columns (just one row) as you need to be able to control the areas of the image you want to stretch.

    The plugin from Noise Industries is only for MAC OS X, unfortunately I’m on Windows.

    It’s quite simple, once you take a look I’m sure you can figure it out. It basically can do the same thing as the plugin you referred to but you have to adjust the points manually. One row and no less than 3 columns. With 3 you can keep the center unaffected and stretch the sides. You will need to play with the handles as well to adjust the stretch (keep Shift pressed as you click and drag a handle to keep it horizontal)
