Draw On in Motion
I am using the line art filter on a still image. Is there a way to get the line art to reveal as though it’s drawing on?

Not easily. You can use a mask or series of masks to reveal the drawing in an animated fashion, but results will vary and it may not look as good as you want depending on how intricate the “drawing” is.
Another option would be to trace the line art with bezier shapes set to outline and then use the write on tool. This will require some time though to get it to look right.
