    Using audition, tried several different things but could not come up with what I am looking for.

    Think confidential informant.
    I can blur the face out.
    Looking for a distinct sound but the persons words are understandable.

    what do you want, a warble, static noise, or reverberation?
    technical, organic, or shifted?

    almost any effect maxed out will do distortion, try playing with a few more effects or just blend his with another sound.

    I am an older geek.
    Not sure about the technical terms you mentioned.

    oh, that’s just effect pitch shift, special-distortion, effect flanger robotic. I’m surprised you didn’t see them.
