Rookie question, please help!

There’s probably something very basic I’m doing wrong, please help me figure it out! I’m opening a 32000 kHz, 16bit, mono WAV-file in edit view. I want to make an mp3 with the same properties. So I click File > Save as, and choose mp3Pro (I tried regular mp3 also). I choose my destination folder and give the mp3 a name, and when I’m done, I check the properties of the file by clicking View > Wave properties > file info. Sure enough, it shows that the file is still 32000 kHz, 16 bit, mono. But when I import that file in another program like Adobe After Effects, it shows up as being 16000 kHz! I sent the file to someone else, and they told me it was 16000 kHz. But when I look at the file info in Audition, it still shows up as 32000 kHz!! What am I doing wrong?
