So for the past three days now, I’ve been trying to figure out a way that the user interacting with the AFter Effects file can click on a layer (an icon) and move it. When the user DOES move it, it goes temporarily transparent, until the object stops moving.

Is this even possible with expressions. From those of you who are experienced. I’ll need to know because I’ll just move onto the next option.

I don’t believe that’s possible in AE — at least I don’t know of any way to do it. That seems like something you might be able to do in Flash.
