Slow shutter / stutter effect.
Hey all-
Can anyone tell me how the effect in the opening shot of this video was achieved? It almost makes the video look animated or like the fps is low.Was this done in post?

Looks like basic sped up motion to me.

The footage is sped up and isn’t frame blended (aka it just skips frames) in post or it could also be done in-camera with a lower fps… maybe 12 or 8. It also looks like they had the actors slow their movement a bit during filming so it read less jerky in the final product; you get all this hectic texture around the people, but they still appear fairly fluid.

This sounds pretty spot on. I have seen it done with nature as well with waves actually – so that makes sense that the movement is still smooth:
