    If I create a solid and click on the Solid Color settings sometimes the RGB values are not displayed in 0-255 values they are 0.7876 etc etc. It doesn’t always display that way how can I get it back to the 0-255 scale. Also why does it do that does it flip between the different measurements for a reason?

    Go to View > Info (ctrl+2 shortcut in Windows).

    This will bring up your info window, click the more button (looks like a down arrow with a few lines next to it) on the info window and set your color to 0-255.

    Your color picker follows this setting.

    You see it flip flop because the setting is most likely saved per project/workspace.
