Ok, something strange is happening here. When my PSP-3000 is connected to my Intensity Shuttle via component or s-video (both show the same problem) The home screen shows fine, and PSP games display fine, but when I play a PSX classic game, I get this:

    https://www.youtube.com/watch?v=ZnQmdmNbvgY

About 6 frames of video, and then nothing. Just sound. Now If I disconnect the cable, and plug it back in, I get 6 frames of video, and then nothing again.
When the PSP is connected to my TV, my TV reports a resolution of 720×480@60hz for both the PSP home screen, and PSX classic games. Basically everything is reported as 720×480@60hz.

So how come this only seems to happen with PSX classics?

    My head hurts :/

ok I never figured this out, so I installed my old Winfast DTV1000 S TV card, and my PSP works fine with that.
