having trouble getting timcode sync

We’ve recently got into using the blackmagic decklink extreme card and so don’t have a lot of experience using SD broadcast gear. Previously we were dry hiring edit suites to capture all our stuff and now we’ve moved to just hiring in Beta decks and capturing from or recording to those.
We use PC hardware and premiere pro 1.5 and the 4.8 drivers
Now to the problem, we’ve previously had trouble outputting to BETA SP and digi beta from premier pro as whenever we try to “export to tape” we get an error that says something like “the settings do not support timecodes check the deck or try another editting mode” (paraphrasing here). Now previously on a Digi Beta deck we had the same thing but find all the switch settings that let us get this up and running. But most recently on the Beta SP(sony PVW-2800P) we had absolutely no luck at all and in the end had to manually record onto the beta tape (i.e. hitting play in premiere then record on the deck). I had the decklink control panel set to output blackburst on analog output but still didnt help at all. Without having any further idea of what to do about this we are a bit stuck.
Another thing is we had real vertical hold problems in outputting until we connected the genlock to the ref video out from the deck. I’m not sure what the hell I’m even meant to do with the genlock as the docs dont seem to explain what you are actually meant to connect it to.
On the whole the docs really seem to only explain how to do things to people who already know what they are doing. There are a wealth of new video editors and graphics professionals who have actually all been bought up in purely digital NLE environments that really struggle when starting to use more traditional broadcast gear. I’m finding it hard to find any information on how to actually use the decklink card with other gear.
Any help or insight into the problems I mentioned would be greatly appreciated.
