    Hey guys,
    Well, I got what I was looking for and it’s pretty easy to do (isn’t everything once you’ve figured it out) and here is how I accomplished it. I need to fancy things up, but the basics are:

    Insert a text layer with kind of a bold font (Trajan Pro works) with any color at 72 pixels high.

    Next a solid layer with a blue color

    Then I Auto traced the text layer and added a Stroke effect, checked “all masks” box and set paint style to “On transparent” and the stroke color to white.

    I then duplicated the auto traced layer and added a “directional blur” with the direction set to 0 degrees and the blur length to 150. To that layer I also added “sharpen” and set the amount to 100.

    I then duplicated that auto traced layer three more times. In those layers I changed the directional value to 45, -45 and -90.

    I’ll probably need a little noise and some other jazz, but that is the look I’m after.
