  Stunning effect how to ???

  Hi everyone,

  i saw this stunning effect where image seems to be slided and postarized in time like here: https://www.youtube.com/watch?v=xxN8zIncY5U
  A sort of pixellation. Does anyone knows how to create that effect.
  Beside of masking, scaling and time posterize the clip.
  I’m talking about the effect for example at minute 00:20 to 00:23
  ???? please help me out to find out more about it
