does anyone recognize this feature/effect?

In this 40 second video, the first 8 secs have a video mask and blue lines streaking around it. Does anyone know if these blue streaks are a feature in Adobe After Effects 7(that’s the program the uploader said he uses)? If so, how do you them?

In recent versions of After Effects, I’d use shape layers to create those blue lines. But in After Effects 7 I’d have to use some solid-color layers with masks to cut them to the shapes that I wanted.

or you could achieve that kind of look using the pen tool to create the lines and applying the Stroke effect and some Glows.

In addition to glow, looks like the transfer mode was set to add/screen to give some pop to the intersections.

I would almost create a lot of those shapes in illustrator in advance as another option as well.
