I’m trying to build a looping “Mist Fan” to look just like this:

So far I have a fractical noise effect on a layer that is then used to mask out an image, and it is sort of working, but it just lacks the outward motion that I need. Does any have any ideas as to how I could get that illusion of everything sort of pushing out from the center? When I alter the scale of the Fractal Noise layer, it almost works, but then it is impossible to get a looping sequence from that.

    Thanks for any input!

Get it looking how you want it (minus the loop), then precomp it.
Now, split your precomp. Move the layers so that the one that’s later in the timeline is now at the very beginning and then move the one that was earlier towards the end. Overlap them by a second or so.
Animate the opacity of the top layer. Trim that comp so that the fractal noise fills the length of the comp and then you will be able to loop that comp.

    Does that make sense?

Particle illusion has a few dust and water steam generatos that may be what you need.
