on Primetime or Entertainment Tonight you see this effect all of the time – a clip is slowed down and is skipping a couple of frames during playback and it looks like it has a motion blur on it.

it is usually used during a busy highway shot or busy sidewalk.

is there an easy plugin on xpress pro that comes standard or in boris continuum that will let me do this effect without having to apply many filters?

or if so, who knows this trick?

There are a whole bunch of time filters in Boris Continuum. These are definitely what you’re looking for.

If you head to borisfx.com, they have movies for each of the filters, and you’ll get some idea of which might be the right one to get the exact effect you’re looking for.

Posterize Time and Temporal Blur might be good places to start. While Optical Flow takes a while to render, the results are spectacular. Just a few thoughts to get you started…

Note that time filters require Avid’s AVX 2 effects architecture. If you have a recent version of Xpress, you’re covered. If not, you’ll need to go to After Effects or something similar.

Another way is to slow your camera’s shutter speed to about 1/4 or 1/15, lock the camera off and let it roll. Anything moving at pretty much any type of speed will blur because of the lengthened exposure. The hard part (especially when shooting during the day) is capturing video without blowing it out. You may need some filters (neutral density might work, if I’m thinking right) to knock the light down.

Then, bring it into your Avid and put a motion effect on it speeding it up–way up. I’ve timewarped stuff to about 5000% for a good time lapse. It’ll look like it’s skipping frames because…well, it pretty much is.
