  HM790 60p vs 30p Long-GOP quality

  I am trying to improve quality in low bit-rate ftp files for broadcast.

  The camera in question is an HM790, that normally shoots in 1280×720 60p HDV (mov) 19Mbps MPEG2 format. When ftp’ing breaking stories, it is often necessary to use very low bit-rate h264 format to get files in house fast enough for the top of the show. As I am new to the JVC HDV system, I am trying to figure out if I can adjust the frame rate to gain a quality boost.

  The original footage is 60p, and the video airs at 60p. Not being too familiar with long-GOP MPEG2, would sending in 30p files in the 2-4Mbps range noticeably increase the quality of the video? I know I won’t see a DOUBLING of quality because not every pixel is duplicated in those extra frames, but I feel that at the low bit-rates involved, every bit may count.

  Also, in a slightly related question……when shooting at 1/30th sec shutter speeds and 60p, am I basically creating 30p video in a 60p “wrapper”?
