Can anybody suggest a good program/filter that easily removes/reduces vocals in a song, while keeping the instrumentals somewhat in tact?

    Oh, man.
    THAT’s an oldie!

Its actually a very simple procedure, if the recording is in stereo with mono vocals.

    Does it WORK?

    Not very well.

Due to copyright rules, I won’t describe how its done, but its a process that shouldn’t phase anyone with basic audio knowledge.

Ha ha ha… he said phase!”

I always do my best to “save phase” here on the COW.
