Is it possible to create a PAL format video on NTSC formatted hardware?

Basically, our corporate office is located here in San Diego and i’ve been asked to design digital signage that will play on 42″ plasmas in the lobby of our London office. Is it possible for me to do this? If yes, please explain if you know.

Thank you to all who take the time to view this post!

    Hi Rob,

The computer itself is not restricted to NTSC or PAL
standards and as such is capable of working with
    whatever format you want.

As well as After Effects and pretty much any other professional
software in your pipeline that you might want to use.
They are all capable of working in PAL or NTSC.

Instead of setting your project up as NTSC simply set it up as PAL.
