PAL to NTSC ???
Have a client with a PAL DVD and wants it converted to NTSC DVD. How so with Vegas?

With very few exceptions, most players sold in NTSC countries have been able to play region-free PAL for at least five or six years now (since about 2003). PAL players all play NTSC, using the PAL-60 quasi display very similar to analog Brazilian PAL. The only caveat with playing a “foreign” disc is that the disc needs to be made region-free. You can use DVDdecrypter to do this.

You need to crop the PAL footage to make the resolution NTSC compatible and then you have to deal with the frame rate difference. Your two options are to bring the 25fps PAL up to 29.97fps NTSC by having Vegas Pro synthesize the extra frames from the existing frames. Your other option (which may yield better quality) is to slow the 25fps PAL down to 24p (23.976) since 24p is a valid NTSC format.
I would:
- Start a 24p project using the same aspect in NTSC as the PAL footage (i.e., 4:3 or 16:9).
- Use File | Import | DVD Camcorder Disc to import the PAL DVD.
- Drop the imported files onto the timeline.
- Click on each event and go to the Properties and Disable Resample.
- Then open Pan/Crop on each event and right-click and select Match Output Aspect.
- Finally render to an NTSC 24p DVD.
Vegas Pro should conform the 25fps to 23.976fps by dropping an occasional frame and no one should notice. They may notice the cropping but if it’s framed with the subjects within the action safe area you should be OK.
