No.
There are no ProRes codecs for the PC. It’s proprietary to Apple products.However, you can use the free program ffmbc to convert ProRes to a format you can use in Vegas. (I’ve never tried it because I don’t have any ProRes files to work with). Get it here.

Yes, there is no problem with playing back Pro Res files on the Vegas Pro timeline. The only thing you can’t do is create Pro Res files but since this device is for acquisition, it should be fine. You’ll probably be rendering to a delivery format anyway.

Pro Res indeed works perfectly fine in Vegas.

Yea, the thing to be mindful of is that Vegas Pro does not handle these files natively. It depends on QuickTime to process them. I don’t know what the limit is, but you can fit less QuickTime files into your project than native files before things start to slow down. It’s just something to keep in mind if you work with very large projects. You could always transcode them to a native format if it becomes a problem. That hardware device is really targeted at Mac editors but as you have seen, it will work with a PC.
