  What’s the highest quality codec that you can control placement of I-Frames with?

  For Vegas Pro that would be MainConcept MPEG-2. It is not the highest quality codec… it’s just the ONLY codec that allows you to control placement of I-Frames (which also makes it the highest). Of course, using an intraframe codec could yield even higher quality but that wasn’t your question.
