Question about encoding

I was thinkin that a video re-encoded has necessarily a lower quality even with the same bitrate because I see that size of a video uncompressed is more and more high than the original one (I’v tested with a footage of 3 min, it was 100 MB but when i convert it in uncompressed mode it was about some GB O.O ) -
