Ask the centre what are their requirements?

Are they able to use an ISO file? Probably you will need to burn this ISO and send a DVD disk to the facility

Are you OK to install Windows as a second OS?

This will allow you to use ImgBurn which is the best free software for DVD/BD build-write.

It handles break-points on dual-layer disks, can build an image from set of files and burn images also.

I would suggest you to start from the opposite side – WHAT does your client need? For the last 10 years I created DVDs using Edius, with 2-6 buttons as chapters.
