Is it possible to have a “constant emitter” on a curved line in PI? I know it can be done on a straight line, but I don’t see any option for a curved line.

I was able to accomplish the look using CS6. As you suggested, an adjustment layer with two masks. The inner mask set to subtract and the outer mask to intersect. Then using turbulent displace effect. Just have to play with the settings to get the desired look, evolution is necessary. Here is my result:
