We have the same CPU’s as your system, and our only ‘fix’ for this so far was to disable hyperthreading in the BIOS.

Did you ever get a solution to this problem? I’m having the exact same issue on new Dell Precision 7920’s. just like you, Premiere 2019 is the last version that works for me.
