Does anyone know what the difference between the “Pan Under Cursor Tool” and the “Pan Camera POI Tool” is?

Just doing some tests with an FX9 and finding that on Cine EI, the footage always seems incredibly noisy, especially when compared to the SDR setting on the camera. This happens regardless of the ISO settings (even when matching native and actual ISO).

Is that normal? And if so, is that just the payoff for getting the higher dynamic…

Any ideas on how one might achieve an effect similar to the attached still but on a live action shot (ideally without building it all in 3D)? e.g. Is there a combination of effects in After Effects that might do the trick?
