There are probably many other way, but depending from the type of footage (pace etc), I’d use Twixtor or something new like Flowframes. It will create missing frames rather than duplicating or just blending between existing frames.

I remember reading on creativecow years ago that there was a software to batch convert heavy .exr images sequences on the HD to lighter half precision DWAB exr, saving lots of space. I can’t find the discussion or the info on the web anymore.
