Expression to change layer color when hit edge of comp

Am trying to find an expression that will change the hue of a layer when the layer hits the edge of a comp. Like the DVD screensaver here:

I have a hue/saturation effect on the layer and would like for it to randomly change the colorize hue parameter of the effect.

Thanks in advance!
